On August 1st, the Mansfield Foundation hosted a reception featuring Ira Shapiro, an expert on international trade law and policy who has been deeply involved in U.S.-Japan relations for three decades. Mr. Shapiro discussed his new book, “Broken: Can the Senate Save Itself and the Country?” He remarked on the decline of U.S. Senate over 50 years, and emphasized that the last period of great Senate was in the 1960’s-70’s with Mike Mansfield, the longest serving majority leader. Under his leadership, Republicans and Democrats worked together as Senate and individuals’ agendas mattered less than the Senate’s reaction.
