William T. Breer

William T. Breer, a retired senior foreign service officer, is a specialist in U.S.-Japan relations.  He served as deputy chief of mission (DCM) in Tokyo with Ambassadors Michael Armacost and Walter Mondale, as well as political minister under Ambassador Mike Mansfield.  He also served as director for Japan in the Department of State.  He was a senior advisor to the Policy Planning Staff of the Department of State prior to joining the Center for Strategic and International Studies (CSIS) as the holder of the Japan Chair in 1996.  Mr. Breer retired from CSIS in 2005.

Mr. Breer is past president and chairman of the Japan-America Society of Washington D.C. and is a member of the Board of the John Sloan Dickey Center at Dartmouth College and of the Japan-U.S. Student conference.  He is a graduate of Dartmouth College and attended the East Asian Institute at Columbia University.
